Low Level Procedures

The Luton Control Zone and Control Area are both Class D airspace. The rules for VFR flights within this airspace are:
- Remain at least 1500 metres horizontally and 1000ft vertically away from cloud and in a flight visibility of at least 5km
- Fixed wing aircraft at speeds of 140kts or less are to remain clear of cloud, in sight of the surface and in a flight visibility of 5km
- Helicopters are to remain clear of cloud and in sight of the surface

SSR Code allocation

Luton SSR code allocation is 4670 - 4676. Luton Tower have a conspicuity code of 4677 which should be used for aircraft flying in the circuit.

Visual Reference Points

All inbound/outbound/transit fixed wing aircraft may route via the VRP's and/or entry/exit lanes or on a clearace that will keep them clear of the climb out and final approach areas whilst other aircraft are in the vicinity.

The following VRP's have been established for aircraft operating to and from Luton airport:
- A1(M) Junction 4
- Hyde
- Kimpton Hall
- M1 Junction 8
- M1 Junction 9
- Offley
- Pirton

Inbound and Outbound VFR Helicopters must follow one of the published routes. On Runway 26, inbounds route via A1(M) Junction 4, Kimpton Hall, Hyde and outbound route via Hyde, M1 Junction 9, M1 Junction 8. On runway 08, the routes are reversed.

2 entry/exit lanes have been established:
- North Lane (A lane 1.5nm wide with the centre line being a line joining the church at Pirton, the bridge over the A505 at Offley and the mid-point of Luton Runway 08/26)
- South Lane (A lane 1.5nm wide with the centre line being a line joining Junction 8 on the M1, the railway bridge at East Hyde and the mid-point of Luton Runway 08/26)

Use of the lanes is subject to:
- Clearance being obtained by INT
- Aircraft using the lanes must remain clear of cloud and in sight of the surface not above altitude 1500ft
- Under Special VFR, pilots are responsible for providing their own separation from other aircraft within the entry/exit lane however traffic information is to be passed
- Pilots are responsible for maintaining adequate clearance from the ground or other obstacles

SVFR flights entering or leaving the CTR via the entry/exit lanes are deemed separated from:
- Departures from runway 26 which are tracking towards BNN until such time as vertical separation exists
- Departures from runway 08 which are on runway heading until such time as vertical separation exists
- Arrivals on runway 08/26 which are established on final approach
provided that the traffic in the South Lane is at, or South of Hyde and that traffic in the North Lane is at, or north of Offley

Special VFR

Special VFR flights may be authorised in the Luton CTR. SVFR clearances to operate within the Luton CTR, for the purpose of proceeding to or from the airport are not to be granted to fixed wing aircraft if the reported visibility at the airport is less than 3km or the reported cloud ceiling is less than 1000ft.

Circuit Traffic

Circuit direction for runway 26 is left hand and for runway 08 is right hand.

Air Traffic Services Outside Controlled Airspace (ATSOCA)

ATSOCA may be given provided that it does not adversely affect operations at Luton.

Controllers must not give a Deconfliction service or radar vectors under a traffic service to aircraft below 2300ft within 30nm from the airfield. A radar service outside of 40nm must not be given.
